Departments & rates

The rate card feeds the estimation engine directly. The AI may only allocate module hours to the departments listed here — add or change a rate and the very next estimate uses it. No code changes, no redeploys.

Changes are stored in storage/app/settings/estimator_settings.json. Delete that file to reset to the defaults in config/estimator.php.
